Requires physicians to meet with pregnant women at least 24 hours before an elective abortion to provide information about the procedure, medical risks, alternatives (adoption, parenting), available medical assistance benefits, and the father's child support obligations

Mandates that women sign an informed consent form certifying they received the required information, consent voluntarily without coercion, and are not under the influence of drugs or alcohol before the abortion can proceed

Creates a private civil cause of action allowing "interested parties" (the woman, her estate, spouse, biological father, parent, or guardian) to sue physicians who perform abortions without meeting the informed consent requirements

Awards successful plaintiffs minimum statutory damages of $100,000 per claim, plus compensatory damages, punitive damages, court costs, and attorney's fees, while prohibiting courts from awarding costs or fees to defendants

Excludes procedures for miscarriage, ectopic pregnancy, or medical emergencies from the definition of "elective abortion" and exempts the pregnant woman from any civil liability under the law
