Prohibits importing, manufacturing, selling, transferring, or possessing trigger cranks, bump-fire devices, and any attachment designed to accelerate a semi-automatic firearm's rate of fire without converting it to fully automatic, effective 180 days after enactment

Violation of the new prohibition constitutes "illegal rate-of-fire acceleration conduct," a fourth-degree felony

Exempts federal, state, and local government agencies and those acting under their authority from the prohibition

Adds conviction for illegal rate-of-fire acceleration conduct to the list of offenses that trigger a firearms disability, prohibiting future firearm possession

Persons convicted of the new offense may apply for relief from the firearms disability through the court of common pleas after meeting specified conditions
