Requires the Ohio Department of Education and Workforce to adopt nationally norm-referenced diagnostic assessments by July 1, 2026: end-of-year assessments for grades 1-2 in reading, writing, and mathematics, and beginning-of-year assessments for grade 3 in reading, writing, and mathematics

Mandates that reading diagnostic assessments be aligned with the science of reading, and removes the previous prohibition on including gifted student identification components

Establishes new requirements for assessment provider selection, including norm-referenced tools, beginning- and end-of-year administration options, percentile-based reporting, objective grading procedures, and comparative descriptions between successive assessments

Allows school districts to elect to administer a fall assessment from a department-approved list for grades K-2, while requiring both fall and spring administration of the nationally norm-referenced assessments

Requires districts where less than 80% of third-grade students score proficient or higher on the English language arts assessment to establish a board-approved reading improvement plan supported by reading specialists
