Establishes death penalty or life imprisonment without parole as the only sentencing options for aggravated murder when the victim is a peace officer, prosecutor, first responder, or military member

Expands the definition of protected victims to include current and former peace officers, prosecutors, first responders (EMS, firefighters, emergency personnel), and military members (active duty, reserves, National Guard, ROTC participants, veterans)

Adds killing a first responder or military member as a new aggravating circumstance that can trigger death penalty eligibility under Ohio Revised Code Section 2929.04

Creates a separate category of aggravated murder for purposely killing a first responder or military member when the offender knows or has reasonable cause to know the victim's status and intends to kill them because of that status

Amends sections 2903.01, 2929.03, and 2929.04 of the Ohio Revised Code and officially designates the legislation as the "Larry Henderson Act"
