Prohibits Ohio public offices, officers, and employees from enforcing, participating in enforcement of, or providing material aid to enforce any federal firearms laws, executive orders, rules, or regulations regarding firearms, firearm accessories, or ammunition

Creates a $50,000 civil penalty per occurrence against the state or political subdivisions if a law enforcement officer knowingly violates these prohibitions, and allows injured parties to seek injunctive relief and attorney's fees

Expands the definition of "handgun" to explicitly include handguns with affixed braces, stabilizing devices, arm braces, or pistol braces, and excludes these from the definition of "dangerous ordnance"

Removes references to specific federal firearms laws (Gun Control Act, National Firearms Act) throughout Ohio code, replacing them with general references to "any applicable state or federal law"

Includes exceptions allowing cooperation with federal authorities for violent felony prosecutions, ballistic information networks, inter-jurisdictional task forces unrelated to firearms, and cases involving suspects with criminal connections to other states or countries
