Community-based correctional facilities and district community-based correctional facilities must verify prisoners' age and identity before program completion and assist those without valid state ID or driver's license in applying for identification cards

Facilities must submit completed applications with color photographs and documentary evidence to the registrar of motor vehicles on behalf of prisoners in their custody

Prisoners in community-based correctional facilities are exempt from paying identification card fees, matching existing exemptions for those in Department of Rehabilitation and Correction or Department of Youth Services custody

Amends Ohio Revised Code sections 4507.01, 4507.50, 4507.51, and 4507.52 and enacts new section 2301.551 to implement these requirements
