Creates the Student Choice Grant Program providing state grants to Ohio residents enrolled full-time in bachelor's degree programs at nonprofit private colleges holding state authorization and meeting Title VI civil rights requirements

Requires applicants to have been Ohio residents for at least two years, maintain academic standards set by the chancellor, and not have been enrolled in higher education before July 1, 2026

Caps grants at the lesser of the institution's tuition and fees or approximately one-fourth of the average state instructional subsidy per student at public universities, with a maximum of 10 semesters/15 quarters of eligibility

Appropriates $95 million from the General Revenue Fund for fiscal year 2027 ($0 for FY2026) to fund the program

Excludes students pursuing theology or religious profession degrees (unless earning a B.A. or B.S.) and those serving prison terms, while preserving eligibility for other state financial aid programs
