Prohibits the Ohio Director of Natural Resources and all other state authorities from issuing permits or leases for oil or natural gas extraction from under the bed of Lake Erie

Bans permits, leases, or any authorization for oil or natural gas removal from under any state park established under Chapter 1546 of the Revised Code

Amends existing Section 1505.07 and creates new Section 1509.023 of the Ohio Revised Code to implement these restrictions

Preserves existing authority to permit extraction of sand, gravel, stone, and other minerals from Lake Erie's bed (with required approvals from the Director of Environmental Protection, Attorney General, and Governor)
