Creates a new "Toledo Mud Hens" specialty license plate available for passenger cars, noncommercial motor vehicles, recreational vehicles, and other approved vehicle classes in Ohio

Requires payment of regular license fees plus a $10 administrative fee (deposited to the public safety-highway purposes fund) and a $10 contribution fee

Directs the $10 contribution to the license plate contribution fund, which will be paid to the Toledo Mud Hens organization to support their "Helping Hens" charitable program

License plates will display a logo and words selected by Toledo Mud Hens representatives and approved by the registrar of motor vehicles

Amends section 4501.21 and enacts section 4503.599 of the Ohio Revised Code to add this plate to the existing specialty license plate program
