Amends Ohio Revised Code section 1345.21 to add consumer goods service contracts and related goods or services subject to section 3905.423 to the list of exclusions from "consumer goods or services" definitions

Removes consumer goods service contracts from Ohio's home solicitation sales regulations, which currently require a 3-business-day cancellation right for door-to-door sales

Consumer goods service contracts already regulated under section 3905.423 (insurance code) would no longer be subject to dual regulation under home solicitation sales law

Joins existing exclusions for real estate sales, securities, insurance, automobile dealers, and auction sales that are already exempt from home solicitation rules
