Appropriates $10,250,000 per fiscal year for FY 2026 and FY 2027 to the Department of Children and Youth for child care grants

Allocates $10,000,000 annually for grants to help employers retrofit, equip, or build onsite/near-site child care facilities, with a maximum award of $750,000 per recipient

Prioritizes grant awards for employers seeking child care for employees' children, government entities, nonprofits, and community partnerships expanding workforce child care capacity

Allocates $250,000 annually to contract with an entity to establish an Employer-Based Child Care Co-Design Learning Lab providing 4-6 months of intensive training to help employers create child care solutions, with priority given to rural and underserved areas

Requires development of an employer toolkit covering child care expansion strategies, tax credits, flexible spending accounts, and best practices to be distributed statewide
