Lowers the minimum age for temporary instruction permits from 15 years and 6 months to 15 years, and extends permit validity from one year to one year and six months

Increases the required temporary instruction permit holding period before obtaining a probationary license from six months to one year

Adds exceptions to nighttime driving restrictions for probationary license holders traveling to/from official school functions or religious events (with written documentation), in addition to existing work exception

Allows first-time juvenile traffic offenders who commit minor or unclassified misdemeanors to complete an advanced driver improvement program in lieu of fines and license points

Expands required driver education curriculum to include instruction on handling adverse weather conditions, road hazards, aggressive driving incidents, and vehicle skid/slide control
