Creates the Ohio Local Government Expenditure Database requiring counties, cities, villages, townships, public libraries, park districts, school districts, regional water and sewer districts, and regional transit authorities to report expenditure and revenue information to the Treasurer of State

Adds state retirement systems (OPERS, Ohio Police and Fire Pension Fund, STRS, SERS, and State Highway Patrol Retirement System) to the existing Ohio State Government Expenditure Database, which previously excluded them

Expands the state database to include revenue tracking (payments, fees, taxes, federal funds, state funds received) in addition to existing expenditure tracking, with searchable and filterable access

Requires the Treasurer of State to adopt rules specifying what expenditure and revenue information political subdivisions must provide and how they must provide it

Appropriates $5,000,000 from the General Revenue Fund in fiscal year 2026 for creation and maintenance of the Ohio Local Government Expenditure Database, with unused funds eligible for reappropriation to FY 2027
