Removes the requirement that a member's service credit in the Public Employees Retirement System (PERS) must be greater than the amount of credit being transferred from a uniform retirement system (Ohio Police and Fire Pension Fund or State Highway Patrol Retirement System)

Allows PERS members to transfer or purchase service credit from uniform retirement systems regardless of how much credit they already have in PERS, expanding eligibility for credit transfers

Members must still be eligible for a retirement or disability benefit and agree to retire or accept a disability benefit within 90 days of receiving notice that credit has been obtained

Amends Ohio Revised Code Section 145.295 governing transfers and purchases of retirement service credit between public retirement systems
