Requires medical institutions to offer free genetic paternity testing when a child is born to unmarried parents, before the parents sign an acknowledgment of paternity affidavit

If parents decline genetic testing, both mother and father must sign an acknowledgment that they were offered testing at no cost

Prohibits institutions from billing parents for paternity testing costs; institutions may bill health insurance plans but must accept any reimbursement as payment in full

Institutions cannot withhold paternity affidavits based on genetic testing results; parents retain the right to sign regardless of test outcomes

Amends Ohio Revised Code sections 3705.01 and 3705.09 to add definition of "genetic testing" and establish these requirements
