Expands the categories of individuals required to submit criminal records checks to the Board of Nursing, including applicants for volunteer nursing certificates (retired 10+ years) and individuals under board investigation

Restricts access to criminal records check results to only the individual subject to the check and the Board of Nursing for specific licensing, certification, reactivation, reinstatement, and disciplinary decisions

Requires fingerprint submissions go directly to the Bureau of Criminal Identification and Investigation, which must also request FBI records and report results to the Board of Nursing

Prohibits the Board from refusing licenses or certificates based solely on criminal history unless the refusal complies with section 9.79 of the Revised Code (occupational licensing standards)

Declared an emergency measure taking immediate effect to preserve confidentiality of Board of Nursing criminal records check information
