The requirement excludes the public employee benefit plan covering state employees paid directly by the director of budget and management, including elected state officials

Rebate information must remain confidential and cannot be published or disclosed in ways that identify specific products, manufacturers, or pharmacies; documents are exempt from public records laws

Violations constitute an unfair and deceptive insurance practice under Ohio Revised Code sections 3901.19 to 3901.26, subjecting violators to enforcement proceedings
