Removes age restrictions (previously under age 14) and visit/hour limits for autism spectrum disorder coverage, including speech/language therapy, occupational therapy, clinical therapeutic intervention, and mental/behavioral health services

Requires third-party payers to reimburse applied behavior analysis (ABA) providers at minimum 100% of the Medicaid fee schedule for adaptive behavior assessment and treatment procedures

Mandates insurers use the Council of Autism Service Providers' ABA practice guidelines as industry standards when determining medical necessity for ABA treatment

Creates new "exam-eligible technician" category allowing individuals pursuing registered behavior technician certification to practice ABA under supervision for up to 90 days while completing certification requirements

Directs Ohio Department of Medicaid to establish FY2027 payment rates for ABA therapy at 100% of fee-for-service rates for CPT codes 97151-97158 for enrollees with autism spectrum disorder diagnosis
