Creates a 7-member State Government Efficiency Commission to review state government services and eliminate duplication and overlapping functions among state departments

Commission membership includes 3 House members appointed by the Speaker, 3 Senate members appointed by the Senate President, and the Director of Budget and Management or designee

Commission must identify duplication and fragmentation across agencies, recommend improvements, estimate potential cost savings, and submit an annual report to the General Assembly by March 1

Requires at least 4 affirmative votes for any commission action; recommendations must be approved by majority before inclusion in reports

Members serve without compensation but receive reimbursement for actual and necessary expenses; department directors must provide assistance and cooperate with the commission
