County, municipal, and state correctional facilities must provide teletypewriter (TTY) access to inmates who are deaf, hard of hearing, or severely speech impaired at no cost to the inmate

Correctional facilities are explicitly prohibited from denying TTY access to eligible inmates

Applies to all levels of Ohio's correctional system: county jails and workhouses, municipal jails and workhouses, and state correctional institutions

Enacts three new sections of the Ohio Revised Code (341.193, 753.022, and 5120.052) to establish these requirements
