Lowers the minimum age for temporary instruction permits from 15 years and 6 months to 15 years, and extends the required permit holding period before obtaining a probationary license from 6 months to 1 year

Allows applicants to satisfy driving experience requirements through either a traditional affidavit signed by a qualified adult (50 hours total, 10 at night) or a certificate from an approved electronic device/application (40 hours total, 10 at night)

Permits qualified adults using approved electronic devices or applications to provide up to 4 of the 8 required hours of behind-the-wheel instruction, exempting them from driver training instructor licensure requirements

Expands required classroom instruction topics to include techniques for handling weather conditions, adverse road conditions, animal hazards, aggressive driving incidents, and vehicle control loss situations

Adds travel to/from official religious events as an exception to nighttime driving restrictions for holders of temporary instruction permits and probationary licenses under 18
