Amends Ohio Revised Code section 4511.01 to add two new categories of "public safety vehicles": vehicles used by the Public Utilities Commission's hazardous materials transportation enforcement section, and vehicles used by the Environmental Protection Agency's environmental emergency response unit when responding to hazardous material emergencies or pollution incidents

Public safety vehicle designation exempts these vehicles from certain traffic laws when responding to emergencies, similar to exemptions for ambulances, law enforcement vehicles, and fire department vehicles

Appropriates $1,315,000 from the General Revenue Fund to the Ohio Environmental Protection Agency in fiscal year 2025 for the Office of Emergency Response to purchase and upgrade equipment
