Elevates kidnapping for sexual activity or involuntary servitude from a first-degree felony with standard sentencing to a mandatory 25 years to life imprisonment, or 15 years to life if the victim is released unharmed

Upgrades abduction involving involuntary servitude from a second-degree felony to a first-degree felony with a mandatory sentence of 25 years to life imprisonment

Expands the age threshold for enhanced kidnapping penalties from victims under 13 to victims under 18 years of age

Adds first-degree abduction convictions to the list of offenses requiring registration in Ohio's violent offender database
