Waives all fees for state identification cards, birth certificates, certified birth records, marriage abstracts, divorce/dissolution certificates, and name change records for individuals experiencing homelessness, limited to once per 12-month period

Defines "individual experiencing homelessness" as someone lacking a fixed, regular, adequate nighttime residence, including those fleeing domestic violence, recently released from incarceration or institutional care, or living in temporary shelters

Requires homeless status verification by directors of homeless service agencies, school social workers/counselors, TRIO/GEAR UP program directors, or college financial aid administrators

Authorizes homeless shelters and nonprofit case management agencies to securely store physical or digital copies of homeless individuals' social security cards, birth certificates, and birth records with the individual's consent

Mandates annual reporting by January 31st to the Director of Health on the number of fee waivers granted, with the Director compiling statewide data and submitting an annual report to the General Assembly
