Creates the Workforce Investment Now (WIN) for Child Care pilot program to provide publicly funded child care to child care staff members during fiscal years 2026 and 2027

Excludes all family income from eligibility determination for publicly funded child care when the caretaker parent is a child care staff member working at least 20 hours per week

Defines "child care staff member" to exclude employees of approved child day camps and administrators, authorized representatives, or owners

Appropriates $20 million from the General Revenue Fund for fiscal year 2026, with unexpended funds reappropriated to fiscal year 2027

Requires the Department of Children and Youth to submit a report on pilot program findings to the Governor and General Assembly within six months after the program concludes
