Requires all Ohio public schools (city, local, exempted village, joint vocational districts, community schools, STEM schools, and college-preparatory boarding schools) to include human growth and development instruction in grades 5-12

Mandates showing students a high-definition ultrasound video of at least 3 minutes depicting fetal brain, heart, sex organs, and vital organ development, plus the "Meet Baby Olivia" video by Live Action or a substantially similar video showing fertilization through birth

Allows parents to opt their children out of the instruction through written request, and requires schools to make instructional materials available to parents upon request

Requires the Ohio Department of Education and Workforce to establish and publish a list of approved instructional materials, conduct annual compliance audits of each school, and publish audit findings within 120 days of each school year's start

Prohibits the department from adopting any model health curriculum that conflicts with these requirements and exempts this section from innovative education pilot program waivers
