Renames Ohio's "wrongful imprisonment" law to "wrongful incarceration" throughout the Revised Code sections 117.52, 2305.02, 2743.15, 2743.48, and 2743.49

Expands eligibility to include individuals incarcerated in local correctional facilities and Department of Youth Services facilities, not just state correctional institutions

Extends coverage to juveniles adjudicated as delinquent children and allows claims based on Alford pleas (where defendant maintains innocence while pleading guilty)

Adds reimbursement for costs recovered by the state during incarceration, including user fees, copayments for services, housing and feeding costs, supervision costs, and ancillary services

Allows individuals granted a pardon to qualify for wrongful incarceration compensation, in addition to those whose convictions were vacated, dismissed, or reversed on appeal
