Prohibits employers and employee organizations from requiring workers to join a union, pay union dues or fees, or pay any equivalent amount to a charity as a condition of employment

Eliminates "fair share fee" provisions that previously allowed collective bargaining agreements to require non-union employees to pay fees to unions representing their bargaining unit

Requires payroll deductions for union dues to have specific, free, and voluntary written authorization from the employee, which can be withdrawn at any time

Creates a private right of action allowing injured individuals to sue in common pleas court for injunctive relief, actual damages, and attorney's fees for violations

Establishes criminal penalties for violations as a third-degree misdemeanor and authorizes the Attorney General to investigate and prosecute complaints
