Political subdivisions, special districts, and state institutions of higher education may elect to apply Ohio's Prevailing Wage Law to their public improvement projects, but are not automatically subject to it

Increases the threshold for new construction of state public improvements triggering prevailing wage requirements from $250,000 to $5 million, adjusted biennially for inflation

Increases the threshold for reconstruction, renovation, or repair of state public improvements from $75,000 to $250,000, adjusted biennially for inflation

Removes mandatory prevailing wage requirements from multiple entity types including port authorities, county hospitals, municipal hospitals, convention facilities authorities, and transportation improvement districts

Prohibits prevailing wage application to school district and educational service center projects, soil/water conservation improvements where 75%+ is on private land and paid by private owners, and erosion control structures under section 1506.44
