Videos taken by public offices depicting minors at public recreational facilities with water activities (such as pools or splash pads) are classified as restricted records and exempt from Ohio's public records law

Individuals requesting copies of restricted videos must submit a written request stating the purpose and intended use, and public offices must verify the requester is not a registered sex offender or under investigation for crimes involving minors or stalking/harassment

Public offices may release restricted videos only to requesters confirmed not to be sex offenders and not under criminal investigation for offenses involving minors or stalking

Sexually oriented offenders and child-victim oriented offenders are prohibited from establishing or maintaining "library boxes" (Little Free Library-type community lending structures)

Violation of the library box prohibition is a first-degree misdemeanor
