Amends Ohio Revised Code sections 340.02 and 340.036 governing boards of alcohol, drug addiction, and mental health services (ADAMH boards)

Changes board membership composition requirements from reflecting the district population's race and sex to reflecting political party preferences based on state and federal partisan general election results from the last ten years

Prohibits ADAMH boards from denying contracts to or refusing to contract with for-profit or nonprofit entities, including faith-based organizations, based solely on the entity's for-profit or nonprofit status

Maintains existing board size options of 9, 12, 14, 15, or 18 members, with county commissioners determining size for single-county districts and joint determination for multi-county districts
