Possession of electronic devices or tools designed for unlocking or starting motor vehicles under circumstances indicating intent to commit motor vehicle theft becomes a fourth-degree felony under the "possessing criminal tools" statute

Creates new definition of "repeat motor vehicle theft juvenile offender" for juveniles adjudicated delinquent for motor vehicle theft-related offenses who have a prior adjudication for the same type of offense

Mandates that repeat motor vehicle theft juvenile offenders be placed in detention facilities, committed to temporary custody of care facilities, or admitted to Department of Youth Services facilities

Amends six sections of Ohio Revised Code (2152.02, 2152.19, 2923.24, 2930.12, 2930.13, and 2951.03) to implement these changes to juvenile and criminal proceedings
