Each county's board of commissioners or county executive must establish a Blue Ribbon Committee to review taxing units, county programs, and public service districts (water, sewer, health, park, cemetery) for consolidation opportunities and service duplication

Committee membership includes county commissioners or executive, county auditor, mayors of income-tax-levying municipalities, one township trustee per township, and superintendents of school districts and educational service centers within the county

Committee members receive no compensation but may be reimbursed by the county for actual and necessary expenses

Report with recommendations for combining taxing entities, sharing services, and improving program efficiency must be completed within one year of the act's effective date

Final report must be published on the county's website and submitted to the Ohio General Assembly
