Creates a new federal mineral royalty clearing fund to receive Ohio's share of payments from oil, gas, and mineral production on federal lands under 30 U.S.C. 191, including national forest system lands

Requires the Office of Budget and Management to transfer royalty payments to the county of origin (where the wellhead or mine is located) within 30 days of deposit

Limits county use of federal mineral royalty funds to three purposes: planning, construction and maintenance of public facilities, and provision of public services

Separates federal mineral royalties from existing national forest revenue distribution under 16 U.S.C. 500, which currently splits timber/forest product revenue 50% for county roads and bridges and 50% for public schools

Establishes the clearing fund in the custody of the state treasurer but outside the state treasury
