Designates February 4th as "John Rankin Day" in Ohio, honoring the abolitionist, minister, and educator born on that date in 1793 who settled in Ripley, Ohio in 1822

Requires the Capitol Square Review and Advisory Board to designate a prominent location on statehouse grounds for a John Rankin memorial by October 1, 2025

Ohio History Connection and the Board must jointly invite, evaluate, and select proposals for the memorial's concept, design, and construction

Site preparation, utility placement, and preliminary construction costs will be paid with public funds, while planning, design, and erection of the memorial must be funded entirely through private contributions

Capitol Square Foundation will accept private donations for the memorial, depositing them into a newly created John Rankin Memorial Fund
