Amends Ohio Revised Code section 2921.32 to add "arrest" to the list of actions that warning a person about constitutes obstructing justice

Creates a new felony of the fifth degree for obstructing an arrest by local, state, or federal law enforcement agencies (excluding federal immigration enforcement)

Establishes a felony of the third degree specifically for obstructing an arrest or detention by federal law enforcement agencies engaged in immigration enforcement

Maintains existing penalty structure where obstruction penalties generally match the severity of the underlying crime being aided, with exceptions for terrorism and human trafficking cases
