Amends Ohio Revised Code sections 2127.38 and 5721.10 regarding probate estate administration fees

Allows courts to authorize up to $5,000 in additional estate administration costs, expenses, and attorney fees to be paid ahead of liens when an estate is insolvent or has insufficient assets

The $5,000 priority payment applies only to liens placed on or after the effective date of the amendment

Creates an exception to the state's first lien priority on delinquent property by adding section 2127.38 to the list of provisions that can take precedence
