Creates a new specialty license plate for the "Ohio Council of Skin and Scuba Divers, Inc." available to owners or lessees of passenger cars, noncommercial motor vehicles, recreational vehicles, and other approved vehicle classes

Requires a $10 contribution deposited into the license plate contribution fund, plus a $10 administrative fee deposited into the public safety-highway purposes fund

Contributions collected will be paid to the Ohio Council of Skin and Scuba Divers, Inc. to support the organization's scholarships, outreach, and educational activities

License plates will display a logo and words selected by representatives of the Ohio Council of Skin and Scuba Divers, Inc. and approved by the registrar of motor vehicles

Amends Section 4501.21 and enacts Section 4503.966 of the Ohio Revised Code
