Creates the Political Subdivision Consolidation Incentive Grant Pilot Program, administered by the Secretary of State, to award grants to townships, municipal corporations, and other political subdivisions that complete mergers

Grants for townships and municipal corporations are calculated as (population × $40) + (20% of the lowest pre-merger budget), capped at $2.5 million maximum

Grants for other political subdivisions are calculated as (population × $20) + (10% of the lowest pre-merger budget), capped at $1 million maximum

Appropriates $25 million from the General Revenue Fund for fiscal year 2026, with unused funds reappropriated to fiscal year 2027

Only mergers taking effect after the bill's effective date qualify, and each political subdivision may receive only one grant under the program
