Requires the BMV registrar to establish a homebound identification program allowing individuals unable to travel due to confinement, medical condition, or disability to obtain ID cards and free ID copies at their residence

Strengthens online voter registration security by requiring multifactor authentication using methods such as verification codes sent to email/phone, authentication software tokens, or identity verification questions

Requires boards of elections to permanently retain daily voter registration database records (previously required retention for 22 months after election) and expands public access to voter registration information through downloadable records on the Secretary of State's website
