Requires the Director of Developmental Disabilities to adopt rules establishing a process for distributing community capital assistance funds to county boards to help individuals with developmental disabilities acquire supported living housing

Permits funds to be used for single-family homes, duplexes, quadplexes, manufactured homes, condominiums, new construction, accessory dwelling units, and multi-structure dwellings

Allows community capital assistance funds to be combined with other financing sources, provided those sources do not impose requirements conflicting with department rules

County boards may secure property interests through mortgages, restrictive covenants, or other instruments, and must give residents meaningful participation in selecting their housing type

Grants the director authority to waive rules to allow funds to be used for innovative housing options aligned with department and county board priorities
