Prohibits any person from mailing unsolicited absentee ballot request forms to others, expanding an existing ban that applied only to public offices and officials acting in official capacity

Creates criminal penalties for knowingly mailing unsolicited absentee ballot applications: first offense is a first-degree misdemeanor, subsequent offenses are fifth-degree felonies

Repeals Ohio Revised Code Section 111.31, which previously permitted certain exceptions for mailing unsolicited absentee ballot applications

Maintains existing prohibitions on public offices prepaying return postage for absentee ballot applications or delivering unsolicited applications

Amends sections 3509.03, 3511.02, and 3599.21 of the Ohio Revised Code affecting both general absent voter procedures and uniformed services/overseas voter procedures
