Expands the definition of "material amendment" to health care contracts to include amendments to any program, policy, or procedure of the contracting entity applicable to participating providers

Increases the provider objection period for proposed material amendments from 15 days to 30 days after receiving notice

Requires both parties to sign written agreement for a material amendment to take effect when a provider objects, replacing the previous provision that allowed either party to terminate the contract with 60 days notice

Maintains the requirement that contracting entities provide written notice of proposed material amendments at least 90 days before the effective date, with notice conspicuously titled "Notice of Material Amendment to Contract"

Exempts material amendments required by state or federal law, those that could prevent imminent harm to enrollees, or those affirmatively accepted in writing by providers from the standard notice requirements
