Creates a new regulatory framework (Chapter 3966 of the Revised Code) establishing standards for paid family leave insurance policies that employers may voluntarily purchase for their employees

Covers income replacement for employees taking leave for childbirth, adoption, foster care placement, caring for family members with serious health conditions, or military family exigencies

Requires policies to provide a minimum of two weeks of benefits during any 52-consecutive-week period

Defines covered family members broadly to include children (biological, adopted, foster, step, legal wards), spouses, parents, domestic partners' children, and others as specified in individual policies

Grants the Superintendent of Insurance authority to adopt rules implementing the chapter; employer participation remains entirely voluntary with no mandate to purchase coverage
