Restricts state agencies to displaying only four types of "authorized flags": the official Ohio state flag, the United States flag, the POW/MIA flag, and agency logo flags approved by the governor or designee

Prohibits state agencies and entities managing state-controlled grounds or buildings from displaying any flags other than the authorized types

Exempts the Ohio Statehouse and its grounds from these flag display restrictions

Amends Ohio Revised Code section 123.30 to impose stricter limitations on flag displays at state facilities
