Amends Ohio's Open Meetings Act (Section 121.22) to require all public bodies to allow public commentary and testimony before taking formal action on any agenda item

Prohibits public bodies from requiring individuals to register or obtain approval to comment before the meeting begins, though bodies may require speakers to provide their name and contact information before speaking

Permits public bodies to establish reasonable restrictions on the length and nature of public commentary and testimony

Applies to all state and local government decision-making bodies including boards, commissions, committees, councils, school districts, and municipal corporations

Maintains existing enforcement provisions where any formal action taken in violation of meeting requirements is invalid, with violators subject to injunctions and $500 civil forfeitures
