Dissolves all existing academic distress commissions established under former section 3302.10 of the Ohio Revised Code and repeals the law authorizing creation of new commissions

Restores full governing authority to local school district boards of education and reinstates all employee rights previously superseded by academic distress commission control

Removes requirements that school districts with academic distress commissions obtain commission approval before incurring debt for energy conservation projects or alternative fuel vehicle purchases

Eliminates scholarship eligibility provisions under the educational choice program that were tied to districts subject to academic distress commissions, while grandfathering students already receiving such scholarships

Declared an emergency measure to take immediate effect upon passage, preventing formation of new academic distress commissions and immediately dissolving existing ones
