Creates a new offense of "group retail theft" prohibiting knowingly participating with one or more others to commit retail theft when the property involved has a retail value of $1,000 or more from one or more retail establishments

Group retail theft with 1-3 co-participants is a fifth degree felony; with 4 or more co-participants is a third degree felony with a presumption of prison time

Group retail theft with 10 or more co-participants and property valued at $5,000 or more is elevated to a second degree felony

Amends Ohio Revised Code sections 2913.02 (theft) and 2929.14 (prison terms) to incorporate the new group retail theft provisions and corresponding sentencing requirements
