Creates a new "Chillicothe Paints" specialty license plate in Ohio, featuring a logo and design selected by representatives of the Chillicothe Paints baseball team and approved by the registrar of motor vehicles

Requires applicants to pay the regular license tax, a $10 administrative fee, and a $10 contribution fee in addition to any other applicable taxes and fees

Directs the $10 contribution to be deposited into the license plate contribution fund, with proceeds paid to Paints Sports and Entertainment, LLC

Specifies that contributions must be used to support non-profit organizations and schools in southern Ohio

Amends Section 4501.21 and enacts Section 4503.739 of the Ohio Revised Code to authorize the new plate
