Authorizes Ohio county boards of elections to conduct meetings via video conference or other similar electronic technology

Creates an exception to existing restrictions in section 121.221(B)(3)(e)(iv) of the Revised Code that otherwise limit virtual meeting options

Requires that virtual board of elections meetings still comply with all other provisions of section 121.221 (Ohio's open meetings law)

Updates gendered language in the existing statute, changing "he" to "the officer" and "chairman" to "chairperson"
